Marine Commander is a special O-5.5 rank that is held only by Marine officers. It exists because marines do not hold the rank of admiral, since they do not command fleets. However, the highest ranking marine in a system, in charge of the Marine Division within a system, works with admiralty as his or her equivalent peers. So he or she is given the special rank of Marine Commander, in order to out rank all other CGOs, while still being subservient to admiralty.
